The Mental Health Act approving body for the area covered by NHS England North
Tees, Esk and Wear Valleys NHS Foundation Trust (TEWV) is one of the largest specialist mental health and learning disabilities trusts in the country, with an annual income of £270m and a workforce of 5,700 staff operating from more than 100 sites across Durham, Teesside and North Yorkshire. We provide a range of services to 1.6m people in addition to providing specialist services to other parts of Northern England.
From April 1 2014, TEWV was awarded the contract from the Department of Health to manage the approvals function under the Mental Health Act 1983, (as amended) for both section 12(2) doctors and approved clinicians in the North of England.
The North of England Approvals Panel (NEAP), came into operation from 1 May 2014. The panel arrangements covers the North East, North West and Yorkshire and Humber regions.

Approximately 2,400 practitioners are included in the North of England Register. NEAP represents both NHS Trusts and independent health care providers across the North of England.
The role of the approvals panel
It's the panel's role to ensure that applicants meet the requirements for approved clinician and/or Section 12 (2) under the Mental Health Act 1983 (amended 2007).
The panel is made up of consultant psychiatrists, GPs, forensic medical examiners (FMEs) and other non medical professional groups who consider applications for both Section 12 (2) and approved clinican status based on the Secretary of State instructions. Training for panel members is provided by TEWV.
There are three other approval panels across England who manage the same process. These are Midlands and East, London and South of England. Applicants must apply in the region where they are in clinical practice.
